My second nomination would be to WordPress core developer Pete Mall (@petemall). His work on the multi-site admin reorganization on the 3.1 cycle really helped make the multi-site functionality feel more like it belongs.

I nominate Jeffro (wptavern) and Ryan (wpcandy) whom are both deserving of kudos. They have both done a great job informing the community.
But since my votes dont count, someone else will have to nominate them too. Then it would just look bias.. so sorry Jeffro and Ryan. hehe
